Magnet Man´s weapon is very powerful, but it´s ammo usage doesn´t allow for continued use. There isn´t a broken weapon that can trivialize challenges.Level design is more consistent through all the game. On the other hand, MM3 had none of this "memory-based" challenges: all challenges could be beat in the first try provided you understood them. It´s ammo usage is pretty light too, which allows you to use it form start to end in every stage.
Metal Man´s weapon is kinda "broken", allowing you to trivialize a lot of challenges where enemies come at you in vertical vectors. They are, in my opinon, clear examples of artificial difficulty. These are not hard challenges, as once you learn the correct way to take on them they´re easily beatable. What´s worse is that failing these challenges means instant death. There are some challenges that are not doable the first time even with awesome reflexes and require memorization (Quick Man´s lasers, Heat Man´s platforms.). For instance, sometimes when you fall from a higher screen to a lower one, you may fall on top of an enemy which you had no way of knowing that would be there. MM2 has an overall awesome level design, but there are some instances of "cheap" challenges. In fact I think it´s a much better game overall: My conclusions, compared to the general consensus were pretty shocking.Yeah, I think Mega Man 3 is better than 2. I have been studying some classic platformers and just finished my playthroughs of MM2 and 3, trying to understand what makes these games so well considered and how they compare to each other. 
Another thread by Solvanderlyn polled for the GAF favorite Mega Man game. Recently, thanks to the fantastic Mega Man retrospective by RK128 the games are getting a lot of well deserved attention.
